Theme Groups
As tasked by the UN Country Team (UNCT), China has seven UN Theme Groups that carry out programme/project coordination, implementation, monitoring and evaluation for each of the priority areas of the UN’s work in China, as agreed upon by the Government of China.   • Health

    Aims to facilitate international and national policy dialogues on emerging and important health matters, including through specific working groups namely: Human-Animal Interface, Health of Women and Children in China and South-South Collaboration with a focus on health commodities.

  • HIV/AIDS

    Ensures optimal joint action of UN agencies in support of an effective scaled-up country response towards universal access to HIV prevention, treatment and care services in China. The current thrust is for China to contribute towards the end of AIDS as a public health threat by continuing to aim for zero HIV new infections, zero AIDS related deaths and zero discrimination.

  • Poverty and Inequality

    Follows up on the UN’s contributions to China to promote innovative poverty alleviation mechanisms, and develop a more equitable and resilient society with the aim to improve living conditions, expand economic opportunities, promote inclusiveness and reduce disparities to benefit the entire population. Focus is on the most disadvantaged and vulnerable populations.

  • Disaster Management

    Ensures effective and coordinated UN emergency response and assistance to the Government of China for preparedness, rehabilitation, reconstruction, and disaster mitigation. Specifically, it facilitates coordination of various activities of the UN that relate to the improvement of the robustness of the social protection floor, and promoting equitable distribution of and access to health care, education, social support, infrastructure, food, pension, decent work and basic income security.

  • Climate Change and Environment

    The overall objective is to exchange information and advice the direction of the UN system and donor agencies in support of the UN Country Team in the implementation of the UNDAF on Environment. The key responsibilities are to ensure organizational support to the relevant projects through high level policy decisions; and to assist with mobilization of technical, financial and institutional resources for a scaled up response.

  • China in the World

    Contributes to the Government’s efforts to engage more effectively in south-south, regional and international cooperation by offering a forum for the UN agencies to engage with China on international cooperation, particularly south-south cooperation, supporting China’s ratification of key conventions and encouraging their implementation, and promoting policy dialogue with the Government on issues related to China’s engagement on the international stage.

  • Gender

    Supports the Government of China to achieve gender equality by facilitating shared understanding of gender challenges and priorities. The Gender Theme Group's wide membership includes 10 UN agencies, national and international NGOs, government entities, and bilateral development agencies. A Task Force under the Gender Theme Group is currently engaging with the Chinese Government to contribute to the drafting of a national Anti-Domestic Violence Law.
