EU-China Biodiversity Programme (ECBP) seeks a highly qualified organization to undertake a Biodiversity Impact Assessment of China’s Chengdu-Chongqing(Cheng-Yu)Economic Zone Industrial Development Strategies and Plans.
The objectives of the Assessment are to analyze and evaluate the impact of development strategies of key industries (such as transportation infrastructure construction, forestry-pulp-paper integration, biomass fuels development, etc.) in the Chengdu-Chongqing(Cheng-Yu)Economic Zone on the biodiversity of key areas; to put forward recommendations and measures to better integrate regional industrial development with biodiversity conservation based on development strategies and planning, and further to establish assessment indicators, methodologies and procedures for strategic biodiversity impact assessment.
The Assessment shall undertake a comprehensive evaluation of biodiversity and conservation status and threats in key areas, develop scenarios based on valuation of ecosystem service delivery for key ecosystems, assess the impact of key industries development on biodiversity and provide recommendations to better integrate biodiversity conservation and industrial development.
As the largest biodiversity investment of EU in China, while working on biodiversity conservation all over China, ECBP pays special attention to conservation status in key areas. A Programme Management Office (PMO) supervised by Foreign Economic Cooperation Office (FECO) under Ministry of Environmental Protection (MEP) is established for ECBP to develop specific activities in this aspect., MEP/FECO shall be the contracting party and ECBP/PMO shall be responsible for daily management of the bidding process and contract monitoring.
Any legal entity that has more than 5 years experience in biodiversity conservation, strategic environmental assessment and development planning, including industrial development is invited to respond to the Request For Proposal.
