Study on Development of National Biodiversity and Climate Change Strategy and Action Plan
EU-China Biodiversity Programme (ECBP) seeks a highly qualified organization to undertake a task of study on development of  National Biodiversity and Climate Change Strategy and Action Plan.

The goal of the study on development of National Biodiversity and Climate Change Strategy and Action Plan is to demonstrate process of integrating biodiversity and climate change into national planning processes. The objectives of the study are 1) to provide specific, feasible action priorities for climate change mitigation and biodiversity conservation/sustainable utilization, in the context of NCCP and other related national policies; and 2) to provide a national guide for the improvements of related policies, laws and regulations, as well as coordination and cooperation between the sectors relating to climate change mitigation and biodiversity conservation/sustainable utilization. The expected outcome of the work is a National Biodiversity and Climate Change Strategy and Action Plan that serves to implement relevant components of China’s National Biodiversity Strategy ad Action Plan and National Climate Change Programme.

As the largest biodiversity investment of EU in China, while working on biodiversity conservation all over China, ECBP pays special attention to integration of biodiversity conservation and climate change mitigation. A Programme Management Office (PMO) supervised by Foreign Economic Cooperation Office (FECO) under Ministry of Environmental Protection (MEP) is established for ECBP to develop specific activities in this aspect. MEP/FECO shall be the contracting party and ECBP/PMO shall be responsible for daily management of the bidding process and contract monitoring.

Any legal entity that has more than 5 years experience in the integrated area of biodiversity and climate change, strategic and developmental planning at national level is invited to respond to the Request For Proposal.

Request For Proposal and relevant documentation will be available from 12 March, 2010 at UNDP website: www.undp.org.cn

Closing date for the receipt of proposals is 12 April, 2010, 16.00 hrs.
