UN Joint Programme on AIDS in China

The UN Joint Programme on AIDS in China (UNJP) was formally endorsed in June 2007 by the UN system and government counterparts. It provides strategic guidance to the efforts of 9 UN agencies in the support of the national response to AIDS, engaging multi-sector government counterparts and civil society partners to enhance the efficiency and accountability of strategic and operational aspects of the UN and China’s joint efforts on AIDS, and to strengthen support to the national AIDS response towards universal access based on the comparative advantages of the UN system and local needs.

In line with the joint programme, UN agencies developed two year based workplan. The 2007-2008 workplan brought together all agencies ongoing activities into the framework matrix under the three focus areas, namely an enabling environment and multi-sector response, Intensified prevention interventions/increased awareness, and treatment, care and support for people affected by HIV. 

At the end of 2008, an independent, external mid term assessment of the UN Joint Programme on AIDS and the functioning of Joint UN team on AIDS was conducted. The assessment indicated in its finding report that “Cross-agency interaction between joint team members has contributed to building up a strong sense of common identity during implementation of the Joint Programme. The UNJP demonstrated positive results and opportunities that offer guidance regarding the strategic areas where the UN can make a difference over the coming years.”

Based on recommendations made by the mid-term assessment and lessons learned from the past two years of UNJP implementation, a strategic workplan for 2009 – 2010 was developed in early 2009 by the Core Management Team (CMT) with four strategic priorities.

The CMT is made up of senior members designated by each participating agency, who are responsible for management of AIDS-related work in their respective agencies, and for formulating out strategic approaches to guiding and supporting the development and implementation of the UNJP and strengthening accountability.

The UNJP falls under the leadership of the UN Theme Group on AIDS (UNTG) which is made up of the heads of all agencies participating in the UNJP on AIDS, and aims to ensure organizational support to the UNJP and to support the CMT through high level policy decisions.


Joint the China AIDS Partnership Framework

The UNJP on AIDS is open to other partners and will serve as an umbrella for a broader strategic partnership between China and international community on AIDS response. The Programme highlights joint efforts which create a path towards the achievement of ‘One UN’, and strongly supports the overall response to AIDS in China.
