UN welcomes US$15 million in donations to assist the Wenchuan earthquake survivors
22 August 2008, Beijing – The United Nations system in China today welcomed contributions from the international community totaling some US$15 million in response to the UN Appeal to assist thousands of survivors of the devastating Wenchuan earthquake in rebuilding their lives.
Contributions of nearly US$11 million came from commitments pledged by the Governments of Canada (7 million Canadian dollars), Norway (US$1.5 million) and Saudi Arabia (US$1.5 million), Belgium (Euros 500,000) plus the European Union (Euros 300,000). The UN has mobilized another US$4 million from its own resources and private donors.
The Kingdom of Saudi Arabia’s contribution marks a first step in donating to the UN system in China. The European Union and several countries also expressed interest in working with the United Nations to assist the longer term reconstruction efforts.
These funds will support the needs of the most vulnerable survivors living in remote areas hit by the earthquake who have received basic assistance but require much more comprehensive aid over the next six months as reconstruction gets fully underway and before winter sets in.
“We are very grateful for the contributions of the four nations and the European Union. By joining forces with the Untied Nations on the Appeal, they will help the survivors of the earthquake recover their livelihoods, return to school and have more sustainable access to health care and better living conditions,” said Khalid Malik, the UN Resident Coordinator in China.
Malik stressed, however, that more remains to be done in raising support for the Appeal. “We have emphasized from the beginning that the needs are simply tremendous. We very much hope that these contributions will mark the beginning -- a first step -- of increased support for the Appeal from the international community,” he added.
The US$33.5 million UN China Appeal for the Wenchuan Earthquake Early Recovery Support was launched on 16 July. It is designed to bridge the phases of immediate relief assistance with the longer term process of reconstruction.
Several sectors of the Appeal, focusing in particular on livelihoods; health, nutrition and HIV/AIDS; ethnic minorities; protection of vulnerable groups and the environment require additional financing.
The UN Appeal is part of the UN’s overall efforts to assist the people and communities affected in Sichuan, Gansu and Shaanxi provinces. The UN system in China has already delivered over US$18 million in emergency relief to the affected populations in Sichuan, Gansu and Shaanxi provinces, and has begun working closely with the Government of China and the international community to assist in the reconstruction efforts.

8月22日,北京—国际社会近日来积极响应联合国早前发布的针对汶川地震中长期灾后重建的援助呼吁,联合国驻华系统今天在京宣布已经接到总计超过1400万美元的捐赠,并对此表示欢迎和赞赏。
有超过1100万美元的捐款分别来自加拿大(700万加元)、比利时(50万欧元)、挪威(150万美元)和沙特阿拉伯(150万美元)政府以及欧盟(30万欧元),此外,联合国还通过其自身资源及其他私人捐赠筹集到另外的400万美元。
这是沙特阿拉伯王国向联合国驻华系统提供的首笔捐赠。同时,欧盟和其他几个国家均表达了与联合国在长期灾后重建方面展开合作的意愿。
这些款项将用于支援生活在偏远地区的最脆弱的地震灾民。他们尽管得到了一些基本的救助,但仍迫切需要接下来的6个月在寒冬来临之前全方位的援助。
“我们非常感谢四国和欧盟为地震灾民做出的贡献。通过联合国驻华系统援助呼吁的共同努力,将帮助地震灾民重拾生计,尽快返回校园,并逐步承担医疗保险,享有更好的居住条件,”联合国系统驻华协调员马和励(Khalid Malik)表示。
但同时,马和励也强调目前已有的还远远不够。他补充道:“我们从一开始就强调援助的需求是巨大的。我们诚挚希望目前这些捐助标志着我们迈出了第一步——为国际社会响应联合国呼吁给予更大的支持开一个好头。”
7月16日,联合国启动了3350万美元的援助呼吁,用于协助汶川大地震的早期灾后重建工作,为地震早期的救援阶段工作和长期的重建工作搭建起桥梁。
目前,这次援助呼吁当中的某些专门领域还需要更多的捐赠,例如:灾民的生计问题、健康和营养问题、艾滋病问题、少数民族和弱势群体问题以及环境保护等方面。
此次援助呼吁是联合国为帮助四川、甘肃和陕西各地受灾群众而展开的各项努力中的一部分。联合国驻华系统已为地震救灾和重建工作捐助了1800万美元,并始终与中国政府和国际社会展开紧密合作。
